Ray of hope for all sections of society, says Governor

Budget session of Chhattisgarh Legislative Assembly commenced today with Governor Ms Anusuiya Uikey’s address. In her adresss to the fifth Chhattisgarh Legislative Assembly session today, Ms Uikey said- I congratulate all of you for making Chhattisgarh Vidhan Sabha an institution of ideal traditions and excellent working system. I strongly believe that in new year 2020 as well, all the members will continue to fulfill their responsibilities with complete honesty and dedication.

Governor said that it is a matter of pride that Chhattisgarh Vidhan Sabha decided to conduct special programme all year round on the occasion of Father of Nation Mahatma Gandhi, which commenced on October 2, 2019. This one-of-a-kind initiative has glorified the name of Chhattisgarh in the country. Honouring the cultural heritage and great personas of the state, my government has taken a positive initiative in the direction of developing Bhagwan Ram Van Gaman Paripath, Swami Vivekananda Memorial in Raipur. She further said that the support of the assembly in extended the duration of reservation for SC/ST according to Indian Constitution is commendable. My government’s quick decison making and various initiatives have given ray of hope to scheduled caste, scheduled tribe, minority section and backward sections of society. Elections in urbanbodies and three-tier panchayat-raj institutions of the state have been conducted with complete transparency, unbiasedness and thereby, democracy has been empowered at the grassroot-level. I congratulate the teams involved and voters for fulfilling this important responsibility.

Initiative to free innocent tribal people from criminal cases

Governor said that one year ago, many tribal families in Bastar were in trouble due to criminal cases. To address this problem, my government has constituted a committee led by Justice AK Patnayak. On recommendation of this committee, the process to free innocent tribal people from cases has been initiated, which is a big financial and social relief for them. Lohandiguda in Bastar has become a symbol of tribal justice. My government has succeeded in ensuring their ‘Jal-Jungle-Zameen’ rights to tribal people. It is a matter of joy that within just one month of formation, thegovernment has completed all the procedured of returning land to tribal people and has proved that my government is committed to ensure proper implementation of Rehabilitation Act. He said that my government has decided to implement various provisions of Scheduled Tribe and other Traditional Forest Dwellers Act-2006 to benefit maxmum number of people. Under this act, the cases dismissed before will be reconsidered. Major steps have been taken to distribute Community Forest Rights Certificates on a large scale. My government has taken heed of Abujhmad, the area which was neglected for decades and special initiative has been taken to provide forest land right certificates to people there.

Collection Centres established in more than a thousand haat bazaars for procurement of small forest produce at support price

Governor said that our government has made joint forest management committees responsible for nearly 55% of the total forest cover of the state. In the same sequence, 15 lakh people of Scheduled Tribe and five lakh members of Scheduled Caste are participating in development and expansion of infrastructures and livelihood opportunities, under 7887 forest management committees of 11 thousand 185 villages. Committee members are being provided skill development training. He said that my government has increased the wage rate for collection of tendupatra from Rs 2500 per standard sack to Rs 4000 standard sack, because of which nearly Rs 602 crores have been paid to more thand 15 lakh families in last one year. Taking a step ahead, my government has increased the number of minor forest produce procured at minimum support price from 8 to 22. Van-Dhan Vikas Kendra have been established in more than a thousand haat-bazaars of the state. More than 50 thousand tribal women have been associated with these centers. The amount of compensation provided in cases of casualty due to wild attack has been increased from Rs 4 lakh to Rs 6 lakh, and the work to establish ‘Lemru Elephant Reserve’ in 1995 sq kms of Korba, Katghora, Dharamjaigarh, Sarguja forest divisions.

Several steps taken in the direction of strengthening democratic systems

Governor said that my government has increased the amount of scholarship to Rs 1000 per month for students living in pre-matric hostels and residential schools, to provide better education facilities to the children belonging to scheduled caste and scheduled tribe. The food allowance for students in post-matric hostels has been increased to Rs 700 per month. 17 new Eklavya Model Schools have been started. To improve quality of education, my government is recruiting nearly 15 thousand permanent teachers, out of which more than 7 thousand teachers are being recruited for schools in tribal regions. Keeping in view the population of tribal youth in Korba district, My government has extended the duration for recruitment on posts of Grade-III and IV under district cadre till December 31, 2021. ‘Special Junior Employee Selection Board’ has been constituted to pace up the recruitment of local youth in Bastar and Sarguja Divisions. Several initiatives have been taken to provide skill development and vocational training. Governor said- my government has taken several steps to strengthen democratic systems in the state. Separate tribal development authorities have been constituted for Bastar, Sarguja and Central Zone.

Effective steps taken to bring administration closer to public through decentralization

Governor said that my government has taken effective steps to decentralize administration in order to bring administration closer to public and to benefit maxmimum number of people under various schemes. In the same sequence,28th district of the state ‘Gaurela- Pendra-Marwahi’ was constituted on February 10, 2020. Three-tier Panchayat Raj Institutions have also been expanded. Remote villages have been reorganized to constitute 704 new gram panchayats, which includes 496 new panchayats in scheduled areas. High-level committee has been constituted to make rules for PESA areas.  Under MNREGA, employment of total 685 lakh human days was generated, out of which employment of 287 lakh human days has been provided to Scheduled Caste and Scheduled Tribe Section. My Government has provided food and nutrition security to nearly 65 lakh families through Universal PDS. The promise to provide 35kg rice has been kept, which includes distribution of rice at Rs 1/kg to nearly 26 lakh families on ‘antyoday’, ‘priority’, ‘annapoorna’ ration cards. She said that My government has made special arrangements to provide nutrition security in tribal areas. Free refined iodized salt is being distributed to families on ‘antyoday’ and ‘priority’ ration cards. In scheduled Development Blocks and Mada area, nearly 25 lakh families are being provided 2kg chana at Rs 5/kg . In Bastar Division, to eradicate iron deficiency in women and children, two kg jaggery is being distributed at Rs 17/kg under ration cards of ‘antyoday’, ‘priority’ and Chief Minister Foodgrain Support Scheme category, from January 2020.

Government has won trust of farmers through its farmer welfare initiatives

Governor said that to present the rich tribal cultural heritage of the state in front of the world, my government organized National Tribal Dance Festival, in which 24 states, six other countries and 1800 artists participated. Moreover, My government has kept the promise of procuring paddy from farmers at Rs 2500, waiving off short-term agricultural loans, procuring cord at support price, promoting horticulture crops. Government has taken many decisions in farmers’ interest to increase the income. As a result, a new record of distributing interest-free agriculture loans worth Rs 4 thousand crore in one year. Sugar producted in cooperative sugar factories of state are being consumed under Public Distribution System. Ethanol Plant is being established in cooperative sugar factories of Pandariya and Ambikapur. Efforts are being made to produce ethanol from paddy. Governor said that Corn Processing Unit is being established in village Kokodi of Kondagaon district at the cost of Rs 136 crores.

Rural Culture and Rural Economic Development got a new direction

Governor said that my government has given a new direction to rural culture and rural economy through its commendable initiative ‘Narva, Garva, Ghurva, Bari’, under which steps have been taken to develop more than 1000 water reservoirs in a scientific manner. cowsheds are being established in more than 4000 gram panchayats. Under Ghurva programme, nearly 3 lakh 14 thousand metric tons of organic fertilizers are being manufactured and utilized. Now this programme will be expanded across the state. My government has made consolidated efforts under its water resource policy. Irrigation Development Authority has been constituted.

Many steps taken to promote Gramodyog

Governor said that my government is working tirelessly to empower panchayats and to ensure public participation. Eligibility criteria of minimum educational qualification has been removed under Chhattisgarh Panchayat Adhiniyam, 1993. In the same way, provision of nominating disable candidates has been made in case no disable candidate is elected. For rural infrastructure development under PMGSY, projects worth nearly Rs 2210 crores have been sanctioned for construction of 355 roads of more than 3700 kms, 10 major bridges. Implementation of schemes such as Clean India Mission, CMGSY, Mukhyamantri Gram Gaurav Path has been paced up. Three thousand BC Sakhi Seva has been started to provide banking services at doorstep in rural areas. 32 new bank branches have been opened in eight naxal-affected districts in last one year. In the same way, 869 centres have been opened including branches and ATMs for convenience of people in rural areas. Governor said that my government has taken many measures to promote gramodyog. The carpet manufacturing work in Mainpat has been revived, government departments are procuring handloom fabrics worth nearly Rs 175 crore. Through International Seller-Buyer Meet, weavers, craftsmen, agro-horticulture-forest produces have been associated with buyers across the country and abroad.

Multidimensional efforts emphasized for all-round development of youth

Governor said that many steps are being taken to provide dignified income source, security and facilities to labourers in the state. Retirement age of workers in industrial establishments has been extended from 58 to 60 years. For welfare of unorganized labourers, a policy is being drafted. My government has emphasized on the multidimensional efforts for all-round development of youth, under which 10 new model colleges have been established, financial aid has been provided for infrastructure development in 54 colleges, and recruitment on 1500 posts of assistant professors, librarians and sports officers is in process. Six thousand seats have been sanctioned in 56 private colleges and nearly 4000 seats have been approved for 34 government colleges. It has been made compulsory to establish a girls hostel in every district. Chhattisgarh Sports Authority has been constituted, incentives for medal-winners of National tournaments have been increased, state-level youth fest was organized.

Governor also mentioned about various decisions of state government including lifting of ban on sale-purchase of small plots, reduction in guidelines by 30%, reduction in registration fee by 2%, which has brought relief to a large sectionof the society. Transaction of nearly one lakh small plots took place. She also mentioned about two important health schemes launched by State Government including ‘Dr Khubchand Baghel Swasthya Sahayta Yojana’ under which 56 lakh ‘priority and antyoday’ ration card holder families will be provided medical aid of upto Rs 5 lakh and remaining will be provided medical aid of upto Rs 50 thousand, and ‘Mukhyamantri Vishesh Sahayta Yojana’ under which medical aid worth upto Rs 20 lakh will be provided for treatment of rare and critical diseases. Governor also talked about ‘Mukhyamantri haat-Bazaar Clinic Yojana’ being conducted in tribal region, ‘Mukhyamantri Shahri Slum Yojana’ being implemented in urban areas, Malaria Mukt Bastar Abiyan underway in Bastar region. Governor Ms Uikey in her address to the assembly session talked in detail about State Government works under Mukhyamantri Suposhan Abhiyan. She also mentioned about the various other schemes of state government, decisions taken in larger interest of public and positive results of the same.
